Stamps used on made-up domestic covers

Proposed date of issue: 07/12/2023 Denominations: Single 1,000 Dinars stamp completing the previously released set. The single stamp denomination was not made available to the philatelists in mint condition. On the 28^th of January, 2024 this very stamp denomination in mint condition was made available for sell to the public with limitations. Initially this 1,000 Dinars stamp was not to have been sold to the public; it was to have been affixed by a postal clerk to an envelope who then placed it in domestic or international postal use.  Some mint stamps were quietly released to favored individuals!
